“Innovative” web design

OK, this is petty.

But what is up with the Border and Immigration Agency’s website?

Is the banner section a logo? Is the white line supposed to be representing Britain’s border? If so - why are there two big gaps in it? Are they trying to tell us something about the state of our border control?

I wonder if they paid anyone to design this…

Update: They didn’t. Phew.

Actually I can tell that the Home Office are confused in planing, simnply turning things around.
Let me give you a story. I have witness more than 5 international Students trying to renew their Students Visa while in the UK, and they keeping receiving letter upon letter. before you visa get renewed, the Home Office will write to you more than 5 times, with the slogan ” Tp help me consider the matter further” they will request for additional documents, and if you send this, they will request for another one, and if you did, they will continue to request for unnecessary documents - bring photo of tony blair, send me colour of your food, get me your fathers certificate of brith,
    my big QUESTION IS:

Why Can’t a Case worker be able to analyse an application one time and request for additional documents (if any) one time?
My Answer is: A case worker should analyse and study all the documents submitted to him once, then list all the documents he needed to decide on the application. and not asking for your last 3 months pay slip now, tomorrow asking again for last six months, and if you send all, the will ask you again to send last 1 year, and beyond.
With difficult names of case workers who are still learning english language like me.
